Recover or full tear-off?
A recover — installing over the existing membrane — is faster and cheaper, and it is a legitimate option when the existing system is dry and the code allows another layer. It is the wrong call when the insulation underneath is saturated, because you are sealing wet material under a new roof and paying for it twice.
We core the existing system to find out which situation you actually have before quoting either one. If the damage is localized, a repair may buy you real time instead.
